William F. Osl, Jr.

William (Bill) F. Osl, Jr. represents the 1st District. He has served on the Board since January, 2004 and as Chairman for 6 years.

Mr. Osl spent 28 years with AT&T and Lucent Technologies. He is a retired corporate officer and vice president with responsibilities ranging from manufacturing operations, chief financial officer, chief information officer, to startup of new businesses and sale of existing operations. He has successfully managed small and large organizations and teams.

He has served on the Board of Directors for AT&T Consumer Products Ltd., The Information Communication Institute of Singapore, Cumberland County Public Schools Foundation, Inc.(President), Cumberland County Extension Leadership Council, Blanton & Pleasants, Inc., Commonwealth Regional Council(Past Chairman), the Cumberland County Planning Commission(Board Liaison), the Virginia Heartlands Authority and Cancer Hope Network.

He currently serves on the board of the Virginia Farm Bureau, State Fair of Virginia, New York City Rescue Mission (Immediate Past Chairman) and Cumberland County Farm Bureau (Vice President).

He has been recognized by CIO Magazine, Communications Week, Information Week, Computerworld and American Management Society & Carnegie Mellon, as a leading executive in the information management industry.

During his tenure he has been instrumental in updating the County’s comprehensive plan, establishing goals and objectives for the County, the adoption of a purchase of development rights ordinance, adoption of a proffer system, revisions to zoning and subdivision ordinances targeted at rural preservation and smart growth. New high school and middle school complexes have been built. The number of businesses has grown by 40% with major focus on a landfill, reservoir and shopping center. Meanwhile, the County’s costs of operation have been kept below the rate of inflation and population growth. All of these initiatives are to accomplish Cumberland’s primary goal of maintaining its rural character while selectively broadening its tax base. As President of Cumberland Farm Bureau, they received a “best in the nation” award for a series of summits on Preserving the Rural Community that resulted in a number of agricultural, planning and zoning initiatives.

Bill and his wife Stephanie have lived in Cumberland County since 1997. They have five children and sixteen grandchildren. He and his wife are owners/operators of Oakland Farm which raises beef cattle, forage and forestry products. They attend Cartersville Baptist Church.
